Shawnee Hills, a Delaware County village with less than 1,000 residents, was supposed to send more than $54,000 to a local paving company for a paving project in 2024.

But the village's fiscal officer, Shirley Roskoski, ended up sending that payment to a woman in California after someone shared her bank account information in an email message that appeared to be from the Strawser Paving Company in Columbus.
On Oct. 16 [2024], Roskowski sent a payment to that bank account.
